The legal bit, in plain language
Visa rules almost never ask you to pay for travel up front. They ask for proof of your plans. Here is what the rules actually say.
Regulation (EC) No 810/2009, Article 14 and Annex II, lists the supporting documents an applicant must provide — including documents on the purpose of the journey, accommodation, means of subsistence, and the intention to leave the Schengen area before the visa expires.
Annex II of the Visa Code refers to a round-trip ticket or booking reservation showing entry and exit dates for the Schengen territory — a reservation, not a paid ticket.

Consulates routinely advise applicants not to buy tickets before the visa is granted; the German Federal Foreign Office and France-Visas both frame the paid ticket as something required at or after issue, not at application.
Proof of accommodation for the full duration of the stay is mandatory for every Schengen application; a hotel reservation is the most common form.
Many non-Schengen authorities — UK Standard Visitor, Canada TRV, Japan tourist, India e-visa — commonly request travel and accommodation reservations. These rules are set per country, so treat this as commonly requested, not a legal citation, and always check the official checklist.
